Their heating and cooling capacities are higher than the electric energy they require to operate. A heat pump system consists of three parts: the heat source, which spends the needed energy at a low temperature level, the actual heat pump which brings the temperature to a higher level and the heat distribution and storage system. In the summer, the cycle can be reversed to pump cool air.
